Clarifying the Planning Process and Future Vision

Melcor would like to thank the Evergreen Community members for sharing your feedback and attending the community information session about proposed Evergreen Neighbourhood Area Structure Plan (NASP) amendment. 

At Melcor, we recognize the importance of clear communication and transparency in community development. We’d like to take this opportunity to address some recent concerns and provide clarity on the planning and development process in Evergreen.

Our commitment and vision of Evergreen remains the same: to develop a beautiful neighbourhood with a high level of amenities, architectural controls, and focus on the natural open space system. We continue to ensure that all future development within the Evergreen builds upon the vision, with the highest level of architectural control, respect for the parks, and positively adds to the sense of pride in the community.

1. Planning Process: A Missed Opportunity for Clarity

We acknowledge that the planning process could have been better communicated and understand the proposed zoning led to some misunderstanding of the proposed buildout. The proposed amendment includes a lot of detail. Here is a summary:

  • Central Commercial Site – The NASP amendment would like to designate the central commercial site to a R-H (Residential High Density) district, consistent with the adjacent north site. While R-H (Residential High Density) allows for a variety of multi-family housing options, the current intention is a condominium townhouse development. Additional details provided below.
  • East Neighbourhood Redesign – the NASP proposes a number of changes in the east end to reflect market conditions, housing design and better neighbourhood design principals. These changes include the redesign of residential blocks and roads and additional medium density housing options. Additional details provided below.
  • Process – The purpose of the NASP amendment is to provide direction and guidance to future rezoning and subdivision. Should the NASP amendment be approved, Melcor would still need to apply for multiple approvals, including rezoning, subdivision, detailed design and development agreements. Before the construction of any home, a builder would need to obtain development and building permits.

2. The Multi-Family Site: A Long-Term Vision

A multi-family site, adjacent to the pond, has always been designated for higher-density residential use. Over the years, we’ve collaborated with various builders to develop a concept that enhances the community—both aesthetically and functionally. Melcor has been strict on the sites design, architecture, and function, with the goal to create a development that complements the surrounding area and adds value to Evergreen.

3. Commercial Site Realities

Since 2013, the community plan included a commercial site, current growth patterns in northeast Red Deer have made this unfeasible. Without a new bridge over the Red Deer River and delay of Northland Drive, 30th Avenue lacks the traffic volume needed to support a neighbourhood convenience centre. Additionally, with slower-than-expected development in adjacent areas, we feel it is not in the community’s best interest to leave this site vacant for another decade.
We realized that a commercial builder might choose to construct 4 floors of multi family above their commercial property and that might not suit the neighbourhood.

4. Townhouses with High Amenity Value

The anticipated land use for this multi-family site is townhouses. These homes will be designed to take advantage of the natural amenity value of this site and be integrated into the central park, aligning with our original vision for the area. An important principle in this design decision was to give higher density housing types the same access and proximity to the community amenities as the lower density homes. Gone are the days where high density homes are banished to the periphery of the community. The layout of the townhouses tucks parking to the inside of the site and has the front of the townhouse units facing onto the park. This creates a clean interface between park and homes.

5. Community Access and Infrastructure

We understand concerns about access into Evergreen. Additional access points will be developed as adjacent lands are built out by other developers—which is outside of Melcor’s control. In the meantime, the existing four-lane divided entry road and collector roadway provides a high level of service for the entire community.

6. Evolving Housing Needs and the NASP Amendment

When the original concept was developed over 10 years ago, single-family homes were the dominant housing type. Today, with front-garage single-family homes starting at $600,000, there’s a clear need for more affordable options in the $400K–$600K range, such as townhouses and duplexes. These homes will meet the same high standards as existing homes in Evergreen.
To support this vision, the 2025 NASP Revisions introduce a reorganization of the east half of the community. The updated zoning includes a mix of:

  • R-L (Residential Low Density)
  • R-W (Residential Wide)
  • R-N (Residential Narrow Lot)
  • R-O (Residential Duplex)
  • R-M (Residential Medium Density – Townhouses)
  • R-H (Residential High Density)

These changes reflect a thoughtful approach to housing diversity and affordability, while maintaining the architectural integrity and quality of planning Evergreen is known for.
NASP Revisions 2025 – Proposed Zoning Changes

7. Understanding the Projected Unit Increases

One of the most common questions we’ve received is about the number of additional units shown in the revised NASP. While the updated plan suggests an increase of approximately 200 units, we believe the actual number will be significantly lower—closer to 30–40 units. Here’s why:

  • Zoning Bylaw: In 2023, the City of Red Deer updated the land use bylaw. These updates changed potential lot sizes, densities, and types of housing within each residential zoning district. As part of the NASP amendment, the presented development scenarios needed to meet the requirements of the Zoning Bylaw but does not mean that Melcor is intending to build the remainder of the community to minimum standards. Total increase of units is expected to be much lower than 200 units.
  • Secondary Suites: The original NASP projected 44 secondary suites. With the new Zoning Bylaw allowing suites in all single-family and duplex zones, the projection increased to 101. However, only 6 out of 154 homes have been permitted for secondary suites in Evergreen so far. Based on this trend, we believe the actual number will remain much lower than projected.
  • Low Density and Narrow Lot Zones: The revised plan shows an increase of 48 units in these zones. Given our intention to develop larger lot sizes, we do not anticipate this increase to materialize.
  • Townhouse Conversion:Approximately 66 narrow lots were replaced with around 100 townhouse lots, resulting in a net increase of 34 units. This is the most tangible source of added density in the revised plan.

In summary, while the NASP suggests a 200-unit increase, our realistic projection is a more modest 30–40 units—aligned with the community’s character and infrastructure capacity.

The attached land use calculations show the housing stock mix. Note that single-detached homes represent 54% of the housing mix if we exclude secondary suites from the unit count.

8. What Are the Next Steps for Community Engagement?

Melcor is committed to continuing the conversation with Evergreen residents. As part of our ongoing engagement efforts, we are planning another community session to be held in the Evergreen central park in early August. This will be an opportunity for residents to ask questions, share feedback, and learn more about the future of their neighbourhood in an open and welcoming environment.

Dave Larratt Park

Honouring History in Dave Larratt Park

Dave Larratt acquired the property, now known as Evergreen, in the 1940’s. He conducted a mixed farming operation in the area and pastured cattle on these lands. With the objective of securing a reliable water supply for his cattle, Dave installed a couple of dams in the 1950s. Over the years, a wetland/natural area formed that was close to 10 acres in size. This area attracted a wide variety of wildlife including deer, moose, fox, coyote, muskrat, beaver, waterfowl, and migratory birds. Additionally, it has supported an interesting assortment of plant life.

Dave Larratt passed away suddenly in March, 1964 and the agricultural operation continued under lease arrangements with other farmers in the area. Dave’s son, Larry, took over ownership of the land in 1975 and maintained the family’s stewardship of the natural area. Many times over the years he was encouraged to remove the dams to return the drainage course to its original function and increase the farmable area. Consequently, Larry’s reluctance to change what his father built has aided in the area’s success over the years and has been enjoyed by four generations of his family. 

In 2012, Melcor purchased the land from Mr. Larry Larratt and began planning the Evergreen neighbourhood. It was imperative that Evergreen pay homage to the Larratt family by preserving the 30+ acre area and making it the heart of the new community.

In 2014, honouring Dave Larratt and in recognition of his contributions to the natural area, Melcor made an application to have the area formally named Dave Larratt Park, and received approval from the City of Red Deer’s Municipal Features Naming Committee.

Dave Larratt Park will be enhanced with public amenities designed to encourage responsible and low impact interactions with nature. Furthermore, it will serve in perpetuity as a public open space of municipal and environmental reserve providing many ecological & recreational functions for the benefit of the broader community.

Multi-Use Trail Network

An extensive trail network and park system will be developed for the benefit of not only the residents of Evergreen but for all of north east Red Deer.

A portion of the network contains a 650m loop which has already been constructed, while another 900m with be complete in 2021. When finished, there will be nearly 3km of trail meandering around different sections of Dave Larratt Park and providing connections to future neighbourhoods outside of Evergreen.

Natural Pond – South Pond

The southern pond is a pre-existing wetland that has been preserved. A high-level outlet has been installed to create a maximum water level and protect the homes and surrounding infrastructure. Natural overland drainage courses into this pond have been maintained to preserve a healthy wetland. A request has been made to the City of Red Deer to allow skating on this natural pond in winter months as is allowed on some other ponds in Red Deer that do not serve as Storm Water Management Facilities.

Edible Forest

Edible plants, such as pears, saskatoon berries, gooseberries, wild black currant, and haskap honeyberries, will be planted in a concentrated area of Dave Larratt Park in 2021.

Constructed Wetland (Storm Water Management Facility) – North Pond

Stormwater is managed through underground pipes and street gutters; these eventually lead to the Red Deer River. Rainwater is channeled to this constructed wetland collecting in the pond before re-entering the stormwater system. The volume of water becomes manageable in the system as it is released back into the storm sewer at a slower rate.

The wetland serves a second purpose, removing significant amounts of sediment and contaminants from the water before it is returned to the river. A deep entry point in the pond helps sediment to settle there, and the cattails and other aquatic plants absorb contaminants washed in with the stormwater. These plants also make the area more attractive and provide an important habitat for mammals, birds, and invertebrates.

The constructed wetland portion of Dave Larratt Park was completed in 2019.

Nature Inspired Playgrounds

Two nature inspired playgrounds have been designed in the central portion of Dave Larratt Park just west of the Natural Pond and will be constructed in 2021. The playgrounds are designed with accessible surfacing and accommodate all ages.  A third playground will be designed in the future to be located on the east side of the ponds.

Waterfall & Bridge Feature

A waterfall and bridge feature has been constructed at the south end of the constructed wetland that acts as a gathering area and seating node to relax and take in the sights and sounds of Dave Larratt Park.

What is an HOA?

Everything you need to know about Homeowners Associations

The Basics

A Homeowners Association is a non-profit society that manages a community’s features and assets for the benefit of all residents.

In Evergreen, gorgeous natural scenery is accented by its thoughtful amenities and trail system, making it one of Red Deer’s most outstanding neighbourhoods.

HOAs ensure that a higher standard is met in terms of amenities offered, up-keep of those amenities, and overall beauty and longevity of a community.

By purchasing a home in a neighbourhood with an HOA, you automatically become a member and are required to make annual payments.

The initial fees in Evergreen are estimated to be $100 per year.

The Benefits

Melcor builds communities that are more than just a collection of beautiful homes. They are places where families grow and neighbours connect.

They are master-planned and amenity rich. Melcor builds communities to a higher standard than most, which means including amenities that the City will not agree to maintain. 

Certain amenities within a community can only be provided if they can be maintained, via an HOA, such as:

  • Entrance plazas and features including electricity
  • Bridges, waterfalls and water features
  • Feature landscaping and planting
  • Community gateway and roundabout feature

The Legal Stuff

The Evergreen Homeowners Association is a non-profit society.

Membership in a community HOA is mandatory for all homeowners. This includes those living in both single and multi-family dwellings.

An encumbrance, registered on title in favour of the HOA, allows funds to be collected to cover the costs of maintaining and operating the HOA. A board of directors administers the HOA in accordance with the Articles of Association. Residents of Evergreen can hold director positions on the board.

Each homeowner is required to pay an annual fee to the HOA. Fees are collected once per year, with a maximum allowable fee set in the encumbrance on title.

You will receive an invoice for your fees in the mail. You will be given a variety of ways to pay your fees including:

  • Online
  • By cheque
  • By credit card

Unpaid HOA fees are sent to collections. A lien may be registered against your land title for unpaid fees.

Year in Review

Season's Greetings!

It’s easy to look forward – to the next holiday party, next week, or even next year. We’re ready to take on 2019, but the holiday season is a reminder to slow down and use this time to reflect.

2018 was the year that saw Evergreen begin to evolve into its natural beauty. In 2019, we will do exciting things like:

  • Open our Streetscape showhomes in the spring
  • Watch the 2019 Kinsmen Dream Home take shape in Evergreen, opening in the fall and built by Larkaun Homes
  • Move-in the first Evergreen families and watch the community grow

But in order to get where we’re going we have to know where we’ve been.

Here’s what we did in 2018:

Features & Amenities

  • We planted 611 trees, 766 shrubs, 2,396 perennials and 635 grasses
  • The entrance feature and plaza were completed
  • Began creating the bridge and waterfall feature in the central park

Lots & Home Construction

  • 33 acres were developed into:
    • 118 single-family lots
    • 47 street townhome lots
    • A 2 acre multi-family site
    • 6.4 acres of open park space
  • 9 of 12 streetscape showhomes are under construction
  • 12 homes have been presold and are either under construction or preparing for construction

Roads & Trails

  • All roadways and paved rear lanes were completed
  • Decorative streetlights have been installed
  • The trail system has been laid out and paving has begun
  • 650 metres of asphalt trails were laid, looping around the constructed wetland

Evergreen will be Red Deer’s newest community with old school charm. It will feature the modern amenities that fit today’s lifestyle wrapped around a collection of architecturally interesting homes.
